OpenCVがImportError: DLL load failed while importing cv2: The specified module could not be found のエラー出たとき、以下のような手順すればか解決できるはずです。
Start>Settingsをクリックします。
Appsをクリックします。
Optional featuresをクリックします。
Mediaを検索し、Media Feature PackをCheck入れてInstallします。
しばらく待ちください。
再起動したらエラーが消えるはずです。
